Added ability to add a custom command string delay (ms) on Send Commands in External Communications

Bug Fixes:

Fixed: issue where Nexmosphere LightMark LED segment value would not save and would always default to 100
Fixed: issue where user was unable to delete any Nexmosphere LightMark LED segments once created
